At the end, when time has reset itself, the Doctor says, "One year and one day - just after the President was killed, before the Toclafane arrived". But the Toclafane were the ones who killed the President. So .. how does that work?

I think it means before ALL the Toclafanee arrived... just the three that were with the Master- the rest were stuck.
