I think it depends on the biscuits (and the chocolate). Biscuits are generally made mostly from some kind of fat and sugar (and flour and eggs but they don't really matter in this instance). Pure chocolate isn't that fattening, but it's almost always mixed with milk and vegetable oils and sugar to make it cheaper and tastier. Cadbury's chocolate contains lots of these, so isn't that good for you.
Chocolate, though, triggers the release of endorphins in your system, which can be very good for your body.
However, the very fact that you feel better about eating biscuits may actually make them better for you in that sense.
So, um, my conclusion is: check the packaging for nit-picky details like fat and sugar content, but eat whatever makes you happy.
Sometimes, I read, biscuits contain animal fat. Which makes me wonder a) which biscuits and b) are they the ones you're eating? Because even I don't like the thought of that so much. You probably know more about it than I.

That's very true. I was particularly thinking of a biscuit with some chocolate on top, held up in opposition to a bar of chocolate, so I think this theory works. I like it. Mm biscuits.

Like the way they put pebbley things in concrete to make it go further.
So if you eat the same amount of chocolate vs the same amount of biscuits. Then biscuits are better for you.
