I think they must have some ideas, because JKR certainly gives them guidance on what can be cut, what can be rewritten, and what has to be included. They could just as easily have done the scene with Nearly-Headless Nick to show Harry's grieving, but instead they went with the Luna scene. I choose to believe (for the next five days) that it means something. ;)
